The Consortium of the Gran Teatre del Liceu was established on December 17, 1980, by the following member entities: the Government of Catalonia (Generalitat de Catalunya), Barcelona City Council (Ajuntament de Barcelona), the Provincial Council of Barcelona (Diputació de Barcelona), and the Central Government of Spain (Administración General del Estado) through the Ministry of Culture.
The Consortium owns all the properties and facilities that make up the Gran Teatre del Liceu. According to the lease agreement signed on September 1, 1999, between the Consortium and the Gran Teatre del Liceu Foundation, the Consortium transferred the operation of the Theatre to the Foundation for a period of twenty-five (25) years.
The Consortium has two collegiate governing bodies: the Governing Board and the Executive Committee.
The Consortium is governed by the Governing Board, which is chaired by the President of the Government of Catalonia. The Vice-Chairs are the Mayor of Barcelona, the Undersecretary of the Ministry of Culture, and the President of the Provincial Council of Barcelona. In addition, the Board includes four representatives from the Government of Catalonia, four from the Barcelona City Council, four from the Central Government, and two from the Provincial Council of Barcelona.
Among its responsibilities are: approving the principles that guide the Theatre’s operation and the agreements made for this purpose; overseeing the fulfillment of the terms of the Theatre’s transfer to the Foundation; approving the annual budget, its implementation framework, and its liquidation; and approving the management of the Executive Committee.
The Executive Committee is appointed by the Governing Board from among its members. It is composed of two representatives from the Government of Catalonia, two from the Central Government, two from the Barcelona City Council, and one from the Provincial Council of Barcelona.
The Chairmanship and Vice-Chairmanship of the Executive Committee are held on a rotating basis for two-year terms by one of the representatives of the Consortium's member entities, alternating between the Government of Catalonia and the Ministry of Culture.
The Executive Committee is responsible for the administration and representation of the Consortium in accordance with the guidelines issued by the Governing Board, the execution of the approved budget, and the supervision of the General Director’s management.
The General Director is appointed by the Governing Board. Their duties include presenting to the Executive Committee—so it may be submitted to the Governing Board—the draft budgets and their liquidation, and leading the Consortium’s activities, financing, and contracting.
